An environmental rights defender and desalination specialist who opposed ministerial decrees threatening the Dhofar Plain's natural heritage, Dr. Qatan was detained after tweeting his objections to plans that would replace camel-grazing land with residential complexes. He was sentenced in March 2021 to six months in prison and a fine, and was arrested again in August 2022 and released on bail.
